Supervisors approve $33,197 change order for Pine Crest Foundation project in Waterloo

The Black Hawk County Board of Supervisors approved a $33,197 change order for the Pine Crest Foundation project at 1407 Independence Avenue, Waterloo, after a facilities manager detailed the reasons for the adjustments.

Carol Cornelius, the county’s facilities operations manager, told the board the change order contained 11 items ranging across structural, HVAC and painting work. She said one of the larger items was “doing load testing on 2 of the existing emergency exits” after the fire marshal requested the tests. Cornelius also said the project replaced flush valves in new restroom fixtures — switching from 1.28 gallons per flush to 1.6 gallons — because users reported having to double-flush.

Cornelius said the contractor, Peter’s Construction, and Envision Architecture worked to rearrange some exam rooms and reuse existing wall cutouts in a former VA building to reduce structural costs. Supervisors asked whether some wire-mold work was in new construction; Cornelius clarified it was run on the second floor west (the HHS side) to add lines without re-opening finished walls.

After discussion, the board moved, seconded and conducted a roll-call vote; each voting member answered in the affirmative and the Chair announced the resolution approved.

What it means: the approved change order addresses fire-marshal requests and user complaints at the Pine Crest site and preserves the construction schedule by avoiding more extensive rework.
