Commission accepts Val Verde County FY2025 comprehensive financial report after auditors issue clean opinion

Alfred Pera of Gascos and Associates presented Val Verde County’s annual comprehensive financial report for the year ended Sept. 30, 2025, and told the Commissioners Court the audit resulted in an unmodified — or clean — opinion.
"Val Verde County has earned an unmodified opinion. This is what is otherwise known as a clean opinion," Pera said, noting the audit provides reasonable assurance the financial statements are fairly stated based on sampled testing.
Pera highlighted the county’s financial position at Sept. 30, 2025: total assets of $26,936,000; total liabilities of $12,917,000; total deferred inflows of $2,653,000; and a general fund balance of $11,366,000, of which $7,727,000 is unassigned. Using average daily expenditures the auditor calculated roughly 113 days of operations held in unassigned fund balance.
Commission members thanked the audit team for the report and accepted the ACFR. The judge then called for a motion to accept the fiscal year 2025 comprehensive financial report; the motion was made, seconded and carried unanimously.
Auditors also reported no tested instances of noncompliance for the county’s major federal and state programs and raised only minor recommendations (not findings) for internal improvement. The court agreed to submit the ACFR for review by the Government Finance Officers Association (GFOA) for award consideration.
