County staff: next landfill cell design underway; monitoring wells and permitting will delay construction until at least mid-2028

Commissioners approved a $971,000 contract for upgrades to the Central Landfill Cell 1 pump station on May 19 and questioned county staff about planning for the landfill’s next cell.
Public Works staff said the next-cell design is roughly 40% complete and that a well driller was on-site to begin installation of monitoring wells. Staff emphasized that environmental permits require the monitoring wells to be in place and monitored for a year before new cell construction can proceed.
"That design was awarded. We are actually, the well driller is out on-site today planning the installation of the monitoring wells that have to go in and be in place for a year before we can put the new cell into construction," a Public Works representative said. He added that, based on recent compaction rates, projections that previously estimated full capacity by March 2028 have been extended to roughly August 2028.
Commissioners heard both the immediate contract award and the longer-term constraints tied to permitting and monitoring. Staff said they will continue design and permitting work and provide schedule updates as milestones are reached.
