Greene County commissioners approve grants, authorize surplus sales and reject hazardous-waste bids

The Greene County Board of Commissioners met May 14, 2026, and approved a slate of routine financial and administrative actions, including two grant funds for the ACE Task Force, a private sale of surplus sheriff’s property to a retiring deputy, and the rejection and re-advertisement of bids for household hazardous waste services.
Commissioner Tom Koogler, Commissioner Sarah J. Mays and Commissioner Richard D. Gould were present. The board opened the meeting, approved the May 7, 2026 minutes, and addressed a public-comment disruption when John Stafford of Columbus raised a procedural complaint about the county’s policy limiting public comments to items on the agenda. Chairman Tom Koogler said the board’s policy restricts comments to agenda items and suggested Stafford submit his questions in writing after he became disruptive and was asked to leave.
On the business docket, the board approved Resolution 26-5-14-4 to establish Fund 2849-0650 (2026-RO-ETF-38645) to support the ACE Task Force with $60,000 for the period May 1, 2026 to April 30, 2027, and Resolution 26-5-14-5 to establish Fund 2850-0650 (2025-FL-LEF-85551) to accept an OCJS grant of $89,850.02 with a required match of $29,950.01 for a total of $119,800.03 covering July 1, 2026 to June 30, 2027. Both motions were moved by Commissioner Richard D. Gould, seconded by Commissioner Sarah J. Mays, and passed on unanimous roll-call votes.
The board also rescinded and replaced an earlier resolution to declare specified sheriff’s office personal property as no longer needed and authorized a private sale so a retiring deputy may purchase his service weapon for $651.55 in accordance with the deputies’ bargaining-unit contract (Resolution 26-5-14-6). That motion carried unanimously.
In land-use business, the board approved the replat of Lot 38 and Lot 39 of White Barn Trails Subdivision in Beavercreek Township to create Lot 38-A (Resolution 26-5-14-7). The board declared vehicles, mowers and other County Services equipment surplus and authorized sale on GovDeals, with unsold items to be discarded or salvaged (Resolution 26-5-14-8).
On procurement, the board voted to reject all bids received May 5, 2026 for Household Hazardous Waste Services and authorized re-advertisement; new bids will be opened June 2, 2026 at 11 a.m. at 35 Greene Street. The engineer’s estimate for the project was listed as $475,000 (Resolution 26-5-14-9).
Finally, the minutes record contracts signed by the county administrator pursuant to Res. No. 23-10-3-7, including matters related to petroleum underground storage tank coverage and a $10,000 change order for interior renovation work at OhioMeansJobs.
