Daytona Beach CRA approves $208,200.68 for Meridian mobile barriers after public questions

The Daytona Beach Community Redevelopment Agency voted unanimously May 20 to approve a resolution authorizing expenditure of $208,200.68 from downtown, Main Street and Midtown CRA trust funds to purchase a Meridian Barriers mobile pedestrian and public-space security system.
Staff introduced the item as agenda item 7a and said the recommended allocation among CRAs reflected departments’ projected use of the barriers. A member of the public, John Upson, objected during public comment, saying the Main Street CRA has been "milked" for other CRAs over decades and asking whether the barriers would be used citywide and how future spending would be apportioned.
Staff responded that an analysis led to a roughly 10–15% increase in the Main Street allocation and provided an approximate breakdown: $114,000 for Main Street, $55,000 for Downtown and $37,000 for Midtown, based on projected departmental uses. Staff also said redevelopment boards reviewed and recommended the numbers before presentation to the CRA.
Commissioners noted existing partnerships — one commissioner thanked Bethune-Cookman University for previously providing barriers for city use — and then the commission voted to approve the purchase. The resolution was moved by Commissioner Reed and seconded by Commissioner May; the vote was recorded as 6–0.
The commission did not provide an itemized list of which CRA trust funds would be debited at the meeting; staff said they would provide the exact starting and revised allocation figures to commissioners on request.
The vote authorizes the expenditure and provides an effective date in the implementing resolution. No amendments were offered during the meeting and the purchase passed as presented.
