Commissioners approve minutes, contracts and grant applications in unanimous votes

The Trumbull County Board of Commissioners voted unanimously on a series of routine and project-related items Thursday, approving minutes and bills, revising a Fairgrounds contract, and authorizing grant and personnel actions.
The board dispensed with reading the minutes for the May 12 workshop and May 13 regular meeting and approved the recordings as the official minutes. Commissioners also approved the county’s bills and authorized the clerk to advertise for sealed proposals at the board’s request.
On a contract item the board amended a prior agenda entry to remove Ron Storer Commercial Sound and replace it with Hudson Communications LLC for a public-address system at the Trumbull County Fairgrounds 4‑H building, adding $82,091 to the contract and revising the total contract amount to $718,847; that motion passed.
The board approved administrative actions including the county’s 2026 application for certificate of coverage/fee assessment for petroleum underground storage tanks (term 07/01/2026–06/30/2027), receipt and filing of the Trumbull County dog kennel monthly activities report for April 2026, an extended bridge closure for replacement work (Number 11 Bridge in Braceville Township, closure extended to 06/12/2026), and a road repair agreement with Select Water Solutions LLC to improve 579 feet of McMullen Street in Brookfield Township.
The board also concurred with the county engineer on right-of-way and supplier-fleet permits for a list of companies, approved a service agreement with the village of Lordstown for resurfacing (authorizing Commissioner Tony Bernard to execute the document), and completed multiple personnel transactions (rate correction for Marybeth Pumphrey; transfers and hires across sanitary engineers and maintenance departments).
On housing and infrastructure items the board authorized Commissioner Tony Bernard to execute a memorandum of understanding with the Trumbull Metropolitan Housing Authority to serve as the HUD responsible entity for environmental review on capital fund program activities (PSI Intertech prepared the review) and authorized the Trumbull County sanitary engineers to prepare an Appalachian Regional Commission grant application for the Rio Vista sanitary sewer improvements project.
All recorded votes on the published agenda items were affirmative. The board adjourned after public comment and additional commissioner discussion.
