At its March 11, 2026 meeting, the Henry County Drainage Board approved several private and mutual drain connections and set technical conditions for a driveway that would cross a county tile, citing long-term infrastructure protection.
Surveyor Stephen L. Rust presented multiple stormwater and private-connection requests. The board approved a perimeter drain connection for parcel 006-01118-00 (Mr. Jones) to hook to the county tile after staff review; the motion passed 5-0. The board also approved the stormwater review for parcel 011-03716-00 (Guffey / 552 James Waters legal drain); that motion passed 5-0.
On a separate item, Mr. Dellinger moved to approve a proposed driveway crossing the county tile at parcel 016-04132-00 only if the prospective buyer, Hannah Pope, completes the purchase and follows specified installation standards. Dellinger listed the technical stipulations: "They use dual wall tile, bed with #8 stone 40 foot out and 2 feet on each side. He also suggested the owner hires one of the county's contractors to complete the job. The driveway can never have concrete or be paved." The board approved that conditional motion 5-0.
The board considered Mr. Reum's request to hook a 6" tile onto the county drain at parcel 007-82086-00 and, after discussion, approved a private connection using a 4" tile instead. Mr. Houchins moved to approve the private drain connection with a 4" tile; Mr. Dellinger seconded and the motion carried 5-0.
Mr. Dynes asked to locate a plugged private mutual tile at parcel 007-80980-00 and said he would pay for an inspection dig and run a camera in the tile; the board discussed the matter but took no formal action on that item.
The meeting record also shows routine approvals of minutes and claims and ends with an adjournment. The decisions change the permitted technical approach for several property-level connections and set a clear set of installation requirements for the driveway crossing over county infrastructure.
