County adopts $8.7M SB1 project list for 2026–27; supervisors press state on vehicle mandates

The Madera County Board of Supervisors voted to adopt the proposed fiscal year 2026–27 SB1 (Road Repair and Accountability Act) project list required by the state, with public works staff estimating the county’s RMRA allocation at about $8.7 million.
Dominic Tyburski, the county’s director of public works, told the board the project list was developed using the pavement management system, average daily traffic metrics and regional importance, and that funds will be paired with federal CMAQ and other sources. The list includes roadway maintenance, rehabilitation projects, bridge work and the purchase of California Air Resources Board-compliant vehicles.
Supervisors asked for clarity on how much of the $8.7 million would be consumed by mandated clean-fleet vehicle replacements. Tyburski said he did not have exact figures in the meeting packet but that some portion of the funding will replace vehicles required by state clean-vehicle mandates; he said staff could provide the breakdown. One supervisor reported county coordination with RCRC and CRC on pursuing claims related to unfunded state mandates.
The board approved the project list and related resolutions by roll-call vote, 4–0. Staff said they will finalize the list for submission to the state by the July 1 reporting deadline and will continue to pair SB1 funds with other sources to maximize project reach.
