Churchill County renews PoolPact membership as Pool reports coverage increases and lower contribution

The Churchill County Board of Commissioners voted to renew the county’s membership with the Nevada Public Agency Insurance Pool (PoolPact), approving payment from FY2026–27 funds.

Joe Sanford and PoolPact representatives Alan Culp and Steve Romero presented the pool’s structure and changes to the county’s program. Alan Culp described the pool as member‑governed and tied the county’s risk‑management efforts to more stable rates. "We work for our members," Culp said, citing Churchill County’s proactive flood response as an example of member actions that reduce claim exposure and benefit premium stability.

Steve Romero, PoolPact relations manager and broker, outlined specific coverage and structure changes: property per‑occurrence limits increased from $300 million to $500 million; equipment breakdown limits received an additional $50 million; the municipal self‑insured retention (SIR) layer rose from $500,000 to $1,000,000; the cyber program’s first‑ and third‑party limits were broadened to $1,000,000 with no deductible; and PoolPact reported an overall reinsurance decrease of about 13 percent that contributed to nearly a 5 percent reduction in Churchill County’s contributions year‑over‑year.

PoolPact also noted a governance change to its interlocal agreement (Article 22) that removes the former two‑thirds full‑board vote requirement for member removal and shifts that authority to the executive committee, which the pool said will allow it to address persistently adverse members more rapidly.

Commissioner Hyde moved to approve the renewal proposal and payment from FY2026–27 funds; after a second, the motion passed by voice vote.
