Natrona County approves subdivision east of Casper and permits two 90,000-gallon LPG tanks at Casper terminal

At its March 3, 2026 meeting the Natrona County Board of Commissioners approved two land-use items: MS25-02 (the Christensen Addition), a major subdivision to replat Lot 1 of Meadow Acres No. 4 into two five-acre residential lots, and CUP26-01, a conditional use permit authorizing two 90,000-gallon liquefied petroleum gas tanks at an existing Casper terminal.
Planner Sabrina Kemper told the commission that MS25-02 would create two five-acre parcels (parcel number 33770410300100) located roughly 12 miles east of Casper with two potential access points—Happy Glen Lane and Silver Sage Lane—and that the property is zoned Rural Residential 1 (RR-1). Applicants Dan and Holly Christensen and Bill Fehringer of CEPI spoke in favor; Commissioner Casey Coates moved to approve the major subdivision incorporating staff findings of fact, and Commissioner Peter Nicolaysen seconded. The motion carried.
Also during the public hearings the commission considered CUP26-01, a request from Midstream Energy Partners to install two 90,000-gallon LPG tanks at 6730 N Six Mile Rd. The company said the tanks would enable the terminal to relocate trucking of LPG products from Shoshoni to Casper for efficiency and blending at the existing Casper facility. Terminal Manager Kolin McPhetres and Assistant Manager Ross Sucik spoke in favor. Commissioner Dave North moved to approve the conditional use permit with staff findings; Commissioner Dallas Laird seconded and the motion carried.
No public opposition was recorded for either item at the hearing. Both approvals were made with staff findings incorporated by reference. Any appeals or permit conditions beyond the staff findings were not discussed at the March 3 meeting.
