Natrona County commissioners raise concerns about proposed Dinosolar project, direct attorney to investigate

At their March 3, 2026 meeting, the Natrona County Board of Commissioners directed the county attorney to investigate proposed extensions and changes to the Dinosolar project and voted to coordinate a letter with surrounding jurisdictions to the Wyoming Department of Environmental Quality and the Industrial Siting Commission expressing county concerns.

Deputy County Attorney Ashley Smith provided an agenda review and legal update on the Dinosolar proposal, outlining proposed changes under consideration. Commissioners raised financial and development concerns related to the extension and other project modifications and asked the county attorney to investigate legal options, timelines and potential county responses.

Commissioners said they wanted clearer information on financial assurances and development impacts before taking substantive action. Chairman Jim Milne noted the commission would pursue intergovernmental coordination; the board subsequently voted to work with neighboring jurisdictions and send a joint letter to state regulators articulating the county’s concerns.

Mayors Peter Boyer of Bar Nunn and Leah Juarez of Mills told the commission that legal counsel would submit a letter regarding the project to county and state officials. No formal permit or approval related to Dinosolar was taken at the March 3 meeting. The county attorney’s further investigation and any subsequent letters or formal actions are expected to be the next steps.
