Somerville panel prepares questions for Encore, flags transmission-line, housing and legal concerns ahead of May 27 meeting

Commissioners set a May 27, 3:00 p.m., meeting at City Hall with Encore to walk through the draft policy and agreed to develop a targeted set of questions for the consultant. "I have a printed copy that Jojo printed off for everybody," the chair said, explaining the intent to "put some initials by it" and to tie questioning back to the commission's adopted policy.
The commission discussed which members would lead questioning on specific subjects. One commissioner volunteered to speak for issues relating to Fossil Rim and the state park, saying they would "be glad to speak on that." Another member and the chair flagged worries that a proposed transmission line could threaten planned housing and corporate developments that are part of the local comprehensive plan; the chair said those development impacts should shape the commission's questioning. "That's our concern on city," the committee member said.
On public participation, the chair said the commission intended to limit open-floor questioning during the Encore session to keep the meeting focused: "We would lose control, and I think we would not have this effective meeting," the chair said, adding that the commission could nonetheless invite subject-matter experts when detailed technical answers were needed.
Legal and attendance issues also shaped planning. The chair said Patrick Wagner likely would not attend because he remains a party to an ongoing lawsuit and that Encore's lead counsel, Jaren Taylor, and Thomas Yaman, Encore's director of regulatory affairs, are expected to participate. The chair said he had met with Taylor previously and called Taylor the lead contact on the project. The commission also noted it had not yet received any response from Texas Parks and Wildlife about the matters under discussion.
Votes at a glance: The commission approved the minutes from May 5, 2026, after a motion to approve and a second; an "aye" was recorded on the record and the chair declared the motion approved.
Next steps: Commissioners will finalize the list of questions for Encore, and the commission reconvenes with Encore May 27 at 3:00 p.m. at City Hall. The chair thanked participants for their involvement and adjourned the meeting.
