City planner Dana Schmidt explained that under state statute an exception is required when the capacity of a CBRF would exceed 1% of an alder-district population or when the proposed site is within 2,500 feet of another facility. Staff’s memo listed existing CBRFs in the district and showed that the proposed facility plus existing units would top out at 201 CBRF units in the district — above the typical 1% threshold. Schmidt said the 1% threshold was written when the senior population was smaller and that UW Extension projects an aging population; staff therefore recommended approval of the exception.
No members of the public provided opposition during the hearing; an applicant representative participated online and said they were available to answer questions. The commission moved to approve R-109-26 and the motion carried by voice vote.
What happens next: the resolution authorizes the exception at the local level; the applicant will proceed with any required licensing/permit steps for the CBRF and any site-specific building or operational approvals.
