Botetourt County BZA elects new chair, approves bylaws and receives annual report

At the July 8, 2025 meeting of the Botetourt County Board of Zoning Appeals the board approved administrative items including the May 14, 2024 minutes, elected officers, and adopted its bylaws before adjourning at 9:34 AM.
The board voted 4–0 (with one absence) to approve the May 14, 2024 minutes on a motion by Brian Blake, seconded by Hunter Young. Following that action, J. Scott Caldwell moved to elect Hunter Young as Chair; Mr. Kidd seconded and the motion carried 4–0 with Darrin Hill absent. The board then approved the July 8, 2025 bylaws on a motion by Mr. Kidd, again by a 4–0 vote.
Hunter Young moved to appoint J. Scott Caldwell as Vice-Chair; Brian Blake seconded and the motion passed 4–0. Mr. Kidd moved to retain Mrs. Laura Goad as Secretary; Mr. Blake seconded and the motion passed 4–0. Planning Supervisor Jon McCoy presented the Board of Zoning Appeals annual report, noted staff changes, and thanked the board and County Attorney Mike Lockaby for their support; board members thanked outgoing Chair Steven L. Kidd for his leadership.
The board adjourned at 9:34 AM following a motion by Mr. Kidd and a second by Mr. Caldwell. Recorded votes and motions are reflected in the official minutes.
