The Wichita Falls City Council approved a resolution on May 19 to submit its 2026 third-year annual action plan as part of the adopted 2024–2028 public housing agency plan and to incorporate an update to the Housing Choice Voucher grievance process.
City staff explained the administrative change would insert a new development-services position into the existing three-step grievance review, which begins with the neighborhood services manager, moves to the assistant director of development services and ends with the director of development services. Staff said the change streamlines the process following internal reorganizations and the creation of a new position.
Staff also summarized program statistics: 889 families were participating in the Housing Choice Voucher program out of 911 vouchers awarded to the city, leaving an extensive waiting list (reported as 973). Staff said waiting-list outreach and recertification occur quarterly and that HUD allocation decisions are based on census metrics such as population and median household income.
After brief council questions seeking clarification, the council moved, seconded and approved the resolution by voice vote.
Next steps: staff will file the annual report with HUD and execute the administrative update to the grievance procedure as presented.
