Lincoln County schedules workshop after dispute over plowing of private cemetery roads

A dispute over whether Lincoln County should continue plowing roads that provide access to privately owned cemetery districts led commissioners to schedule a workshop for April 21 in Afton to explore options and clarify liability and funding responsibilities.
Kirk Thurman raised questions about ownership of special cemetery districts after a Road and Bridge superintendent circulated a letter discontinuing plowing. County Treasurer Jerry Greenfield explained how tax distribution works for cemetery districts through mill levies; Road and Bridge Superintendent Matt McCloud said cemetery roads are private and the county is concerned about liability from plowing.
Val Nelson and several cemetery district members said the county has historically provided plowing and expressed concerns about the districts’ limited resources to assume that responsibility. Commissioners and Road and Bridge staff discussed possible options and liabilities; the commission agreed to hold a workshop with the various cemetery districts on April 21 at the Afton office to continue the discussion.
Next steps: the April 21 workshop will include cemetery-district representatives, Road and Bridge staff and county commissioners to identify possible funding, service-sharing or contractual arrangements and clarify the county’s legal exposure.
