The Winter Springs committee voted to adopt a budget model that accelerates repairs to the North Fountain and advances several high-priority projects into an earlier timeframe for FY2027.
Finance director Holly Queen presented two budget models: the original plan that delayed the fountain rehab to later years while preserving more of the fund balance, and a revised plan proposed by the committee chair that advances the fountain work to be completed sooner. The committee discussed the trade-offs and approved the model that moves the fountain repair forward.
Why it matters: Accelerating the fountain repair would allow the city to begin design and procurement sooner, potentially speeding completion of a visible downtown amenity. The committee emphasized this would reduce near-term reserves but could enable several projects to proceed earlier in the capital plan.
Holly Queen summarized the two approaches and the schedule for bringing the budget to the city commission: "This was the model that was presented on March 4...Miss Bivona then reworked it...the fountain rehab could be done sooner." Committee members agreed the recommended figures would be built into the FY2027 budget package that goes to council in July and the assessment district roll in August.
A motion to move the fountain repairs up carried on a roll call with voting recorded as 'Aye' by committee members present. Staff reminded the committee that final approval of the budget lies with the city commission.
Next steps: Staff will incorporate the committee's recommendation into the draft FY2027 budget materials and forward them to the city commission for consideration. The committee set an expectation to begin proposal collection for fountain work in the 2027 cycle and to revisit projects as necessary.
