Breezy Point police add advanced LifePak 35 monitor after county and BLADE support

Joe Garcia of the Breezy Point Police Department presented an operational update on the department's advanced life‑support monitoring equipment, explaining how the LifePak 35 (Stryker) augments local emergency response.
Garcia said the unit costs about $53,000; $20,000 of that was granted by BLADE and the county commission, with the city covering the remainder. He described capabilities that include 12‑lead EKGs, end‑tidal carbon dioxide monitoring, AED integration and CPR Insight that reduces interruptions to chest compressions. Garcia said the monitor records care data on the device for later physician review and quality assurance.
"When you get out in Greater Minnesota... minutes matter," Garcia told commissioners, arguing that deploying advanced monitoring to police who are often first on scene can be life‑saving in rural areas.
Commissioners asked about maintenance, software updates and the device's lifecycle. Garcia said the purchase included a preventive maintenance contract, annual manufacturer testing and periodic software updates that can be applied over the department Wi‑Fi. He said the county currently has one unit of this brand in the field and that other providers use different monitor models but that police‑deployed advanced monitoring can aid triage and earlier hospital activation.
Several commissioners suggested pursuing larger grant opportunities and regional partnerships to expand the program beyond a single department.
