Lebanon council approves consent agenda, creates wastewater site-selection committee and authorizes up to $8.45M in refunding bonds

At the Lebanon City Council meeting on May 13 the council approved a slate of consent-agenda items, appointed members to multiple boards and approved a bond-refunding authorization.

Key outcomes: the council approved second readings and related items including the Lebanon Nispo Airport ground lease and hangar development agreement (item 267409), election placement and scholarship ballot placement (267411), police budget amendments for two CERT vehicles (267412), land-use and zoning amendments for 519 Maple Hill Road (267375/267376) and text amendments to Title 14 relating to secure personal and group care uses (267397).

Council approved resolution 262845 to establish a wastewater treatment plant site-selection committee with a requirement for a transparent multi-site evaluation process after the chair of that committee requested the item be placed on the agenda. The motion passed by voice vote.

The council also authorized issuance of general obligation refunding bonds in an aggregate principal amount not to exceed $8,450,000 (session 26 28 49) to refund existing public-safety and radio communications bonds; staff said the refunding would yield a gross savings of around $600,000 over the life of the bonds.

Several first readings authorizing budget amendments and purchases were presented and advanced by voice vote, including amendments for water-treatment-plant work (267415), street department work, drainage mitigation equipment (267418), two employee buyouts (267420), Fleet software and various recreation and engineering items. A professional services agreement with WSB USA Inc. to update the stormwater manual (262850) was approved.
