She specifically asked the council to query Andy Wright, the city’s ethics coordinator, about her complaint.
Higgins said the complaint concerned a historical street sign that had been erected on a private drive (Moss Court) and later removed; she described multiple attempts to contact city officials and said she felt ignored. She asked the council to pursue an investigation and to report back on findings and corrective steps.
Mayor Bill acknowledged the comment but there was no recorded council action or staff report at the meeting addressing the complaint. The council did not schedule a follow-up timeline on the record during the session.
