Board approves tentative FY27 budget, insurance renewal and multiple capital contracts

Finance staff summarized the plan as roughly a $26,000,000 receipts-and-expenses general fund budget during the presentation, noting a projected flat year after accounting for recent changes and a 1% increase reflected in cyber schedule assumptions.
The board also approved renewing property and liability insurance with Halogens Insurance Group for a total premium of $790,197.10. As one staff member explained, the district had expected double-digit premium increases earlier in the year and worked to limit the increase; last year's premium was $740,712.79, making the current rise about $50,000 rather than the far larger spike initially forecast.
Other approved motions included: - Declaring the district's 1998 "dream bus" surplus due to age and mechanical issues, and acknowledging that summer feeding program changes reduced the need for the vehicle. - Approving a software agreement with Trane for HVAC controls (term 07/01/2026'06/30/2029). - Approving a Links Transportation Solutions contract for $3,883.25 (2026-27) to replace an end-of-life mechanic/transportation program and integrate with Infinite Campus to improve reimbursement tracking. - Awarding a base asphalt paving bid of $199,250 (plus a $9,375 alternate) to Hayden Materials to repave a bus-garage loop and install new paving where gravel currently exists.
The board also moved and approved multiple BG (capital project) forms and final pay applications related to the Marion County Public Schools parking lot, middle school roof and ATC projects. Votes on these consent and action items were taken by voice; the transcript records members answering "Aye" to each roll call. The meeting closed the open-agenda motions portion by acknowledging field trips, accepting a $1,500 donation from Marion County Farm Bureau to FFA, and then moving to enter closed session under Kentucky statute KRS 61.810(1)(f).
