The commission debated a proposed change to the grant application and acceptance policy May 21 that would raise the threshold for commission approval from $50,000 to $100,000, allowing staff to apply for and accept awards under that higher amount with streamlined processing.
Commissioner Davis and others argued for flexibility so staff can pursue time-sensitive grants while preserving back-end commission approval if grants create local obligations. Commissioner Bynum cautioned that even awards with no formal matching fund requirement can generate significant local costs (for example, required infrastructure or technology) and described a past instance when the commission declined to accept a grant because ancillary local costs proved too large.
County Administrator David Johnson proposed creating an administrative order to describe the process departments must follow and suggested returning draft language to the standing committee for further refinement. Commissioner Kump moved—and Melissa Bynum seconded—to remand the proposed changes to Commissioner Ramirez's AHS standing committee for further work; the motion carried 7–0.
The remand asks staff and the committee to draft clearer language, consider tiered procedures for different grant types (operational vs. construction), and propose reporting requirements so the commission is notified when awards are accepted.
