The Banner County Board of Commissioners postponed a resolution to transfer money from the weed fund to the inheritance tax fund after staff and board members reported the draft lacked account numbers necessary for consistent interoffice accounting.
Treasurer Kathy and clerk staff said account coding differs between offices, and the board concluded it could not perform an interfund transfer accurately without specific account numbers. One commissioner said, “I would prefer account numbers because that's a way to track that on the budget,” and staff agreed to follow up with the county’s accounting vendor and other counties to determine standard practice. The board tabled the resolution until the June 2 meeting.
On an unrelated administrative item, a commissioner moved to rescind the board’s prior approval of an interlocal emergency mutual aid and assistance agreement pending additional changes. The motion was seconded and the board agreed to revisit the interlocal agreement at the June 2 meeting after county staff review.
The board also approved payment of the claims and bills as presented, including a Rayco Rentals equipment rental line item, by roll call. Separately, the board approved minutes amended to add a June 16, 9:30 a.m., budget amendment hearing for J13 Enterprises.
Board members emphasized the need for clearer fund numbering and interoffice coordination before they will enact interfund transfers; staff were assigned to obtain account numbers or appropriate fund descriptions to make future resolutions auditable and traceable.
