Board approves Melton rezoning, selects architect for $1.5M courthouse sally port and tables several facility quotes

The Yadkin County Board of Commissioners on Feb. 16 approved a zoning map amendment for Melton Company Holdings LLC and took multiple facilities and procurement actions.
Rezoning: Planning staff said Melton Company Holdings LLC requested that parcel #157372 be rezoned from Manufactured Home Park (MHP) to Residential General (RG) to enable subdivision and single-family homes. The Planning Board recommended approval. With no public speakers, the board approved the Statement of Consistency and Statement of Reasonableness and then the rezoning itself by 4-1 votes; Commissioner Cliff Collins voted against.
Courthouse sally port: County Manager Michael Silverman told the board the county received $1.5 million in State Capital and Infrastructure Funding to construct a courthouse sally port to improve secure prisoner processing. Two firms submitted proposals; staff recommended CPL Architecture, Engineering & Planning based on prior county experience. The board selected CPL and authorized the county manager to negotiate a contract (vote 4-1). Commissioner Collins voted against the selection.
Other facilities items: Staff presented a proposed $13,702.68 change order from New Atlantic to relocate a Magnolia Building hallway door so a conference room can be accessed without entering IT space. Emergency Services requested driveway and concrete-pad work for a Quonset hut (quotes provided). The board voted to table the door relocation, driveway and cement-pad items until staff obtains two additional quotes for each (motions passed unanimously) to ensure competitive pricing.
What to watch for: Contract negotiations with CPL for the sally port design and subsequent construction procurement using the $1.5 million state allocation; follow-up fee quotes on the Magnolia Building door and Quonset hut work before the board moves to authorize spending.
