Sumner County board approves Bethpage rezoning after parents press for clarity on transportation and student stability

The Sumner County School Board voted May 19 to approve a rezoning plan that shifts portions of the Burris/Bethpage feeder pattern so those students feed to Beach Elementary and sets Bethpage to feed into Westmoreland Middle School and Westmoreland High School. The vote followed more than an hour of public comment and extended discussion of transportation, sibling exceptions and how many students would be affected.

Parent speakers told the board the timing and communication around the proposal caused anxiety and instability for students. "When children are forced to change schools multiple times, it creates instability, which leads to poor performance," said Bonnie Redfield, who identified herself during public comment and asked that rising fifth graders rezoned from Burris be allowed to remain at Burris. Several other speakers proposed phased rollouts and asked for clearer notice to families.

Superintendent Dr. Langford framed the rezoning as an effort to ease long drop-off lines at Burris, to better align feeder patterns and to use transportation resources more efficiently. He said maps and a PDF in the board packet show the suggested boundary changes and that staff can process out-of-zone requests for families who can provide their own transportation. "If you want to stay at Westmoreland, and you provide transportation, we will approve an out-of-zone," the superintendent said in reply to questions about exceptions.

Staff and board members cited the underlying numbers during debate. District staff said roughly 207 students would move from Burris to Beach Elementary, 26 would move to Jean Brown Elementary, and 17 would move to Knox Doss/Hawkins Middle School as part of the plan under consideration. Board members and parents pressed staff on how the district would handle sibling exemptions, out-of-zone renewals and staffing changes; staff said there would be no forced position cuts and that out-of-zone approvals are typically reviewed at grade transitions.

Several board members acknowledged the emotional impact on families and urged better communications. "There's never a way to communicate a rezone that doesn't upset families," one board member said, while another asked staff to ensure principals meet affected parents so families can see school facilities firsthand.

The motion to adopt the rezoning passed by voice vote after board discussion. Chair called for the ayes and the measure carried with one recorded no vote during the roll call exchange.

What happens next: If parents wish to remain at their current out-of-zone school and can provide transportation, staff advised they should apply using the district's out-of-zone process. The board directed staff to distribute a Google form and communicate with families quickly so principals can finalize master scheduling.
