Petition sponsor Steven James, participating via Zoom, told the Council neighbors organized the request after observing the gravel road improvement program reprioritize nearby roads. Town Manager Bret Howser said the petition had reached roughly 60 percent of affected lot owners, meeting the typical threshold, and that the estimated project cost of about $75,000 is too small to sell as market-rate bonds; staff proposed pursuing an approach similar to a prior small project where most owners paid up front and the Town provided minimal internal financing for remaining balances.
Howser also identified collateral benefits from reconstruction, including improved access to the Town’s Saltpile Well and the opportunity to install power conduit within the roadbed to reduce future utility costs. Council members and staff discussed which lots to include; the Council directed staff to expand the boundary to include all lots bordering Olympic Drive and to return at the next meeting with a formal petition-acceptance agenda item. No formal vote was taken on April 28.
