Council (acting as WPCA) sets sewer use fee at $434; adopts WPCA budget and CIP

The council, sitting as the Water Pollution Control Authority, held a public hearing and then moved to set the sewer use fee for the year beginning July 1, 2026.
The city clerk read the legal notice (pursuant to Conn. Gen. Stat. §7‑255) with the proposed fee range and invited comments; the chair called three times for speakers and, seeing none, closed the hearing. The council then conducted a roll‑call vote to set the sewer use fee at $434 for residential users and $434 per 65,000 gallons for other users; each named member present voted yes and the motion passed.
Acting as the WPCA, the board also approved the WPCA annual budget for FY2026–27, the WPCA five‑year capital improvement program (FY2026–31), and the WPCA miscellaneous fee schedule. Staff clarified how outside towns that use the WPCA system (Litchfield and Harrington) are billed — capital charges and shared costs are allocated proportionally based on usage and specific shared infrastructure — and confirmed those intermunicipal arrangements remain in place.
Council then moved on to other municipal business.
