Council approves Broadwood Boulevard mill-and-inlay project and Broadmoor Senior Center construction award and budget adjustment

The city accepted a contract from Albuquerque Asphalt in the amount of $8,436,641.10 to perform mill-and-inlay, waterline replacement and corridor improvements on Broadwood Boulevard, Director Gottliff told the council. Gottliff said the city secured a $3,000,000 transportation project fund grant from the New Mexico Department of Transportation and will use city general-fund and utility funds to cover the remainder; the project includes ADA improvements, lighting, signal upgrades and an upgraded 12-inch water line. "We do anticipate starting this project in February 2025, and it will take about 12 months to complete," Gottliff said.

Separately, Director Peterson presented R110 and D70 together: council approved awarding a construction contract to Pluma LLC for Phase 2 of the Broadmoor Senior Center in the amount of $1,642,066 (including New Mexico GRT). Peterson said available funding included two state grants totaling $1,186,632 and a federal grant of $134,569, leaving a deficit; staff requested a $400,000 general-fund transfer and a 5% contingency to fully fund the project. Staff told the council those grants and the requested general-fund contribution would allow the project to proceed with a covered contingency.

Council discussed neighborhood engagement, project sequencing and the city's approach to pairing utility and roadway work to realize economies of scale. Both the Broadwood contract (D71) and the Broadmoor construction/budget adjustment (R110/D70) were approved by roll call. Staff will proceed with procurement and construction scheduling and return with any required updates during project implementation.
