Council approves designs for three pedestrian crossings near schools after safety briefing

Transportation and Public Works Director Mike Trimble and the assistant director explained the intended scope: replace or upgrade existing rectangular rapid flashing beacon systems with pedestrian hybrid beacons (PHBs) where warrants are met; use overhead flashers and median refuge islands where TxDOT criteria require them; add illumination and sidewalks; and include thermal detection at some high‑risk locations so crossings can activate without button pushes.
The three locations are: Veterans Drive and Greg Drive (near Wallace Middle School), FM 2770 (Jack Ryan / Hays High School frontage), and Daisy Lane at Chapel Middle School. Staff said Veterans Drive met PHB warrants and would include overhead mast‑mounted PHBs and added illumination. FM 2770 required overhead flashers and a two‑stage (median) crossing because of prevailing speeds. At Daisy Lane staff proposed PHBs plus dual detection (push button and thermal detection) and AC‑powered illumination.
Council members emphasized appropriate timing and median widths for students and requested attention to nighttime lighting and event congestion near the high school. Council approved the Tetra Tech task order for design funds (motion passed 7–0). Staff said they will coordinate with TxDOT on final placement and present construction options to council in a later item.
