Lyon County OKs two FAA grants, consultant contracts for Silver Springs Airport upgrades

Community Development Director Gavin Henderson described the FY27 Lighting System Upgrade grant request for $711,886 with a required county match of $35,595 and a Task Order A with Lochner, Inc. for $138,120 to provide consultant services. Commissioners voted 5-0 to authorize the grant application and consultant task order.
Henderson also presented an FAA grant application for an Automated Weather Observing System (AWOS) upgrade — $407,840 with a county match of $20,392 — and a Task Order B with Lochner for $145,510; the Board approved that package 5-0. Henderson reviewed the Airport Capital Improvement Plan, project scope, site plans and bid/cost summaries in support of the requests.
Public question and procurement note: During the discussion, public commenter Robin Biggs expressed confusion about why some bids were higher; Henderson and staff answered commissioner questions about the bid summaries and consultant needs.
What happens next: The Board authorized the County Manager to sign the grant applications and task orders; staff will proceed with FAA application submittal and consultant contracting per standard procurement and grant conditions.
