Staff reported Stella had completed required online dram-shop training and that state-level requirements through the Iowa Bureau of Alcoholic Beverages had been satisfied. The local chief completed a background check on the owners and the building inspector confirmed structural and health compliance. "Staff would recommend that we vote to renew Stella's liquor license," staff said. The council moved and seconded the renewal; a voice vote was taken and the clerk announced the motion carried 5–0.
