The Mooresville Town Council reviewed compliance statements for a series of tax-abatement agreements and repeatedly found the applicants in substantial compliance.
The Chair summarized each item: Mooresville Lot 8 LLC (Resolution 25 2023) reported an assessed investment of about $1,500,000 and no change in employment for a speculative building; McAllen Real Estate LLC (Resolution 7 2018) reported actual investment of $2,555,000 against an estimated $3,000,000 and exceeded estimated employment goals (50 actual vs. 33 estimated); Sun Polymers (Resolution 15 2018 and personal-property Resolution 10 2025) reported investments and employment consistent with the statements, with some projects paused due to economic conditions but equipment placed in service; Old Dominion Freight Lines (Resolution 3 2023 and a related personal-property resolution) reported more than $20 million in investment and current hiring activity.
For each resolution the council took a motion to find the company in substantial compliance; motions were made and the Chair called the ayes. For Sun Polymers the council discussed used equipment that is not abatable under state law and accepted that used equipment would not receive abatement but that the company otherwise remained in compliance.
Next steps: Findings of substantial compliance will be recorded in the town’s administrative files; the Chair said staff and legal counsel have handled clarifying questions with company representatives.
