Council tables petition to vacate alley at 101 West South Street, re-advertises public hearing

An attorney representing Charles and Pamela Wilson asked the Mooresville Town Council to vacate a 20-by-50-foot portion of a platted alley adjacent to 101 West South Street, saying the alley is fenced, vegetated and not passable. Dale Coffey said the Wilsons have owned the property since about 2002–2003 and requested that the council transfer the adjoining strip to the property owners.
Coffey described adjoining landowners (Stewart Investments to the west, Angie Richardson to the east, Village Station LLC to the south) and said utilities run in the north-south alley that still provides access to some properties. Council members questioned whether vacating would landlock neighboring lots, how it would affect setbacks for future buildings, and whether there are any existing easements.
Because the item had already been advertised as a public hearing but the council had limited staff preparation and outstanding questions, a council member moved to table the petition and re-advertise it as a public hearing; the motion was seconded and approved. The council instructed staff to re-advertise and return the item at a subsequent meeting (the Chair indicated a two-week re-advertisement window). Dale Coffey indicated he had no objection to tabling the item for more review.
Next steps: staff will re-advertise the alley vacation petition as a public hearing and return the matter to the council for formal consideration.
