Duncanville ISD board approves multiple bond-funded roof projects, renovations and a $1.6M change order

Roof projects: Mari (Mady) Zamora presented results of competitive procurement for multiple roof projects recommended by the bond committee. For Hyman Elementary the top-ranked proposal was listed in the evaluation as Trieland Roofing and Waterproofing; for Duncanville High School the top-ranked firm was listed as Alta Vista Roofing. The board moved to negotiate and enter agreements for the indicated vendors and approved the motion unanimously, 6–0. Zamora cited the RFP release and evaluation process and said the work would begin this summer with phased completion dates.
Operations complex: For the operations complex (warehouse, maintenance, transportation), CS Advantage USAA ranked highest on the RFP evaluation and was recommended at a cost of $571,000; trustees approved that award (6–0). During discussion the vice president confirmed the warranty period was 20 years.
Maryfield Education Center renovations: Following the board’s earlier decision to repurpose the facility to house Pace High School and Summit Education Center, the district solicited competitive sealed proposals; Picasso Contractors ranked first on the evaluation. Trustees approved negotiating and entering into an agreement with Picasso Contractors for the Maryfield renovations (6–0). The RFP was issued April 2 and closed April 23; the district received five proposals.
Clint Q. Smith Early Learning Academy change order: Project presenters said that unforeseen conditions discovered during renovation work require a second change order. Change order number 2 increases the project budget by a not-to-exceed $1,600,000; roughly $650,000–$750,000 of that amount was described as owner’s contingency and any unused portion will return to the district. The board approved the change order unanimously, 6–0, and project staff said they do not expect to exceed the $1.6 million request.
Why it matters: The approvals move multiple capital projects forward ahead of the next school year and use bond funds authorized by voters. Change orders and contractor selection decisions affect schedules, cost contingencies and small-business participation in district projects.
