Council amends Heavenly Mountain Resort parking agreement to ease resident safety concerns

Lieutenant Sentell summarized a staff assessment of seasonal on-street parking operations tied to Heavenly Mountain Resort and recommended targeted changes to reduce safety risks for residents.

Staff reported Heavenly provided data showing 2,542 cars parked on-street across 39 event days (an average of about 65 cars per day). Police issued 56 citations in the assessed period. Residents near 1390 Ski Run Boulevard had complained about vehicles parked on the west side creating visual obstructions; staff recommended moving the permitted perpendicular parking from the west side of Ski Run between Needle Peak and Regina to the east side of the roadway where there are no adjacent residences and fewer sight-line issues.

The department also proposed amending the agreement to make clear that when the city closes Ski Run or Keller during severe weather for safety, Heavenly would not be penalized for temporary inability to meet its snow-removal obligations. Staff explained the city and Heavenly maintain active communications over an operations app and would coordinate reopening when conditions allow.

Shaidar Edelman, vice president and general manager at Heavenly, expressed support for the recommended operational changes and praised the partnership on parking, transit expansion and enhanced snow removal. A nearby resident asked council not to reassign parking in front of his address.

Councilmember Jenkins moved to authorize the mayor to execute the amendment and pass a resolution replacing the seasonal-parking restrictions (Resolution 20 25-99 as referenced), and the motion carried unanimously in the recorded meeting exchange.

The amendment is intended to balance resort access needs and resident safety by relocating temporary on-street parking and clarifying expectations around plowing and closures during severe weather.
