Chief Miller, the district’s school‑police chief, told the Perkiomen Valley School District Safety & Operations Committee that the district had 790 bus‑patrol violations year‑to‑date (counting from July 1, 2025) and that 157 of those were denied during the review process.
"So 790 violations year to date," Chief Miller said, adding that 157 were denied for a variety of reasons and were removed before entering the district’s system. He said processed citations show an approximately 67% payment rate.
Miller told the committee that the district issued 11 summary citations this year, six misdemeanor charges that were presented to a judge and one juvenile petition to juvenile court. "Those numbers are not out of line," he said, noting the district’s school police now track incidents internally rather than relying on jurisdictional police data.
The chief also described non‑citation work: 18 referrals to the youth aid panel this year and a new life‑safety categorization. "We divided out the safe to say into 17 life safety issues," he said, explaining those items must be addressed in a prescribed period and cleared within 48 hours under a state act framework.
Miller reviewed recent and upcoming training and exercises. He said staff participated in county and regional training on swatting, doxing and similar online threats and that the district will complete a series of CPR/first‑responder trainings tied to a grant partnership with the MCIU. He also said he served as an assessor at a county mass‑casualty exercise and that the district is planning a tabletop and live‑action drill focused on reunification with neighboring municipalities.
The chief emphasized coordination with township and municipal partners for commencement and other large events, and said planning and drill schedules are nearly complete, weather permitting. "We have a coordination with the township and our municipal partners with regards to traffic and parking," he said.
The committee did not take formal action on the safety report; Miller presented the numbers for information and directed follow‑up through the executive‑session safety report scheduled for the full board on June 1.
Next steps: Miller and staff will deliver the detailed safety report to the full board in executive session on June 1 and continue coordinating drills and training with county and state partners.
