The Davenport City Plan and Zone Commission voted unanimously May 19 to forward Case F26-07, the final plat for Village Shopping Center Subdivision No. 4 at 902 West Kimberly Road, to the Davenport City Council with a recommendation for approval subject to listed conditions.
A city staff member said the two-lot subdivision covers 23.21 acres in Ward 7 and will create a new lot for sale that prepares the area for future development. "The final plat will achieve consistency with the subdivision requirements," the staff member said.
Commissioner Thomas introduced the case on behalf of the petitioner, CapReality 14 Village LLC, and moved that the commission accept staff findings and forward the case to the council. The chair seconded the motion. The conditions attached to the recommendation include signature lines for the surveyor and utility provider (after easement needs are met), provision of maintenance and repair agreements for shared laterals, a revision to note 7 on the plat, and compliance with zoning conditions referenced in ordinance 2021-105.
The subject property is located just west of North Park Mall and Bayard Junior Theatre. Staff noted the current zoning is C-3 (general/regional commercial) and that the final plat is intended to align the subdivision with the comprehensive plan and prepare the site for future development.
The commission took a roll call vote. The named commissioners present — Harris Berry, Ebner, Johnson, Tallman, Manus, Carrington, Schilling and Thomas — answered "Yes," and the chair announced the motion carried. The case will proceed to the Davenport City Council for final action.
A brief exchange in the meeting record indicates the petitioner said the new line would be retained by the current owner and the rest would be sold; when asked to identify themselves the transcript records an unclear response including the terms "county" and "county sheriff." That identification was not clear in the record and is not attributed further.
The commission concluded subdivision business and adjourned. The commission will next meet in two weeks in the council chambers, where a public hearing on rezoning is scheduled to be on the agenda.
