Davenport Housing Commission approves 2026–27 annual plan for HUD submission

The Davenport Housing Commission voted May 18 to approve a resolution supporting the authority’s 2026–27 annual plan and the related strategic updates required for submission to the U.S. Department of Housing and Urban Development.

The vote followed a staff presentation noting the plan had been available for public review for longer than the 45‑day minimum required by HUD. "The plan's been open far beyond the 45‑day minimum," said the staff member presenting the document. The full annual plan, staff said, is posted on the housing office website in addition to the HUD‑required form.

Commissioners and staff discussed a limited set of amendments requested by the commission before approval, including clarified language on criminal activity and a three‑step notice process (an initial written warning, a second final notice and then filing for review). The changes were described as policy clarifications rather than substantive program expansions.

Chair Matt read the resolution into the record before the vote, noting the commission’s role in providing oversight of the Housing Choice Voucher Office. A motion to approve the resolution was made and seconded; the commission approved the resolution by voice vote.

Staff said the signed plan and the required certifications — including a civil‑rights certification and a checkbox that the plan aligns with the city’s consolidated plan to address affordable housing needs — will be submitted to HUD after the commission members sign the documents. Staff also noted the office will continue landlord‑recruitment and technology work intended to expand access as the plan is implemented.

The commission set its next regular meeting for June 15 and will complete signatures on the plan ahead of the HUD submission.
