Fluvanna County joins multi-county FERC filing seeking narrow fixes to PJM interconnection process

Fluvanna County joined a joint filing with four neighboring Virginia counties asking the Federal Energy Regulatory Commission to make three targeted changes to PJM Interconnection’s proposed “Expedited Interconnection Track,” County Chair Anthony O’Brien said before a public hearing on May 6.
"On May 1, 2026, Fluvanna County joined Culpeper, Orange, Louisa, and Goochland Counties in a joint filing with the Federal Energy Regulatory Commission in Docket No. ER26-1563-001," O’Brien read. The filing asks FERC to (1) recognize Virginia counties as siting authorities where state law gives them that role; (2) require developers to notify host localities and give those jurisdictions 30 days to comment before an application is deemed complete; and (3) require PJM to publish, after each annual application window, a summary of where proposed new generation is sited and the transmission that would be required.
O’Brien said the filing is narrow and "does not challenge any specific transmission line or power plant," and that approval of routes and transmissionline siting remains the responsibility of the Virginia State Corporation Commission. The county expects FERC to act before PJM’s requested July 31, 2026 effective date for the expedited track.
The filing reflects Fluvanna’s effort to secure more formal notice and limited procedural protections for localities when large-generation projects move through PJM’s interconnection process. The board’s public remarks did not present new litigation or specific projects; separate closed-session items on the May 6 agenda referenced litigation involving Expedition Generation Holdings and related legal advice on utility matters.
