Council approves liquor licenses, construction permits, fireworks stand and RV‑park renewals

The Plaquemines Parish Council approved a series of permits and renewals during its April 9 meeting.
Liquor and beer permits: Resolution No. 26-136 approved 2026 permits for Old Cellar Bar (8488 Highway 23, Belle Chasse), The Den Lounge (42805 Highway 23, Venice) and Maw’s Sandwich and Snack Shop (39570 Hwy. 23, Buras) on a roll call with all present voting yes and Council Member Patricia L. McCarty recorded absent.
Construction permits (Resolution No. 26-137 taken in globo): the council approved applications including Marathon Pipeline, LLC (Application No. 2026-280) to remove 785 feet of out-of-service 12-inch pipeline; LLOX, LLC applications for drilling and several flowline installations in South Pass and Main Pass areas; and a repair/improvement of an existing bulkhead at 206 High Ridge Road in Port Sulphur. The motion recorded two abstentions from Council Members Champagne and Cognevich on this omnibus item.
Other permits: the council approved a special permit for Empire Fireworks, LLC to install a fireworks stand for 2026 (Resolution No. 26-139) and renewed permanent RV-park permits for Morganco, LLC (Bayou Basecamp, Resolution No. 26-140) and Lolita Frison (Lolita’s RV Mobile Home Park, Resolution No. 26-141).
These routine permit approvals were certified for immediate release by the council secretary so parish officials may carry out the resolutions without further reading.
