Council renews Beaumont appraisal contract for 2027'29; city may need revaluation

The Waupaca Common Council voted to renew a three-year agreement with Beaumont Appraisal for assessor services covering 2027 through 2029.
Justin Barrons presented the staff recommendation and said the contract provides annual assessment maintenance and includes an option for a citywide revaluation, possibly in 2028, depending on market values. Mayor Brian Smith told the council the city's assessed value ratio was about 88%, which he said is below the 90% threshold that triggers a revaluation within three years.
Councilmember Valiquette moved to enter into the three-year agreement; Olson seconded. The clerk recorded eight ayes and the motion carried.
Barrons said the packet includes price comparisons with neighboring communities and that the city remains in the same general price range as peers. The optional citywide evaluation would be scheduled only if assessment ratios require it under applicable standards; staff will monitor assessment levels and report back as needed.
Next steps: staff will finalize the renewal and monitor assessed-value ratios to determine whether the optional citywide revaluation should be scheduled.
