Council approves five-year HydroCorp renewal to manage cross-connection control

The Waupaca Common Council on a unanimous vote approved a five-year renewal with HydroCorp to administer the city's cross-connection control program for commercial and industrial customers.
Interim city administrator Justin Barrons told the council the program is required by a Wisconsin Department of Natural Resources regulation and covers registration, testing and reporting for backflow prevention devices. Barrons said HydroCorp has worked with the city since 2014 and recommended a five-year term that includes a 3% fixed annual increase; staff budgeted $20,000 for the program in 2026 and included projected increases in the utility's five-year plan.
Barrons said HydroCorp handles the administrative burden for commercial accounts, maintains compliance records and submits the required annual report to the DNR. He told the council that shorter renewals previously drew higher year-to-year increases and that staying with a familiar vendor reduces transition costs and administrative effort.
Councilmember Hagan moved to approve the agreement; Peterson seconded. The clerk called the roll and the motion carried with eight ayes and no dissent.
The contract will be administered through the city's water utility and staff said HydroCorp will continue to coordinate device testing, registration and DNR reporting. The council packet included the proposal and the budget schedule that reflects the five-year pricing.
Next steps: staff will execute the agreement and continue annual compliance reporting to the DNR.
