“Went fairly quick because we got no no bids,” a staff member said, describing calls made to local contractors after the opening. Contractors told staff several reasons for not bidding, including current workload and last‑minute bonding problems. One smaller local contractor had intended to bid but could not obtain bonding in time.
Staff said the project is likely in the $125,000–$150,000 range, which is below a $175,000 threshold discussed at the meeting. Staff said they would confirm with the state’s PFA funding rules whether the city can solicit quotes instead of rebidding, and that if the city can use quotes it would pursue local contractors to complete the work this year.
Commissioners discussed the idea of soliciting quotes to speed the project and reduce administrative burden, and staff said they would follow up with the Department of Health and relevant funders on procurement rules for PFA-funded projects.
