The Portsmouth Economic Development Authority authorized a $4,274 cost estimate to support structural repair recommendations at 934 High Street and heard multiple construction and demolition updates from Link District staff on May 19.
Julie Chop, presenting the Link District property index, said 1028 High Street has been completely demolished and that 1013–1015 Queen Street are about 80% demolished, with a contractor-projected completion of June 5 barring weather delays. Work on 1117–1121 High Street includes interior demolition and roof replacement after permits were issued; the contractor anticipates completion by July 21.
On 934 High Street: "We did receive a cost estimate… $4,274," Chop said, recommending the EDA proceed with the estimate to give potential buyers structural assessment and cost data during negotiations. The board moved and approved authorization of the $4,274 cost estimate by roll call, 6-0.
For 817–833 High Street staff reported receipt of a phase 2 environmental site assessment. The consultant provided two investigative options and advised that demolition/construction documents may proceed; additional environmental work will depend on ultimate property use. Staff will present a consultant proposal for further study at the June meeting.
Board members discussed marketing approaches for Link District properties including direct outreach to restaurants and retailers, property QR codes linking to an EDA/Link website, and posting on commercial platforms such as CoStar, LoopNet and Crexi. Staff confirmed a standalone Link District webpage and that some properties are listed by private brokers (Harvey Lindsey). One commissioner suggested a walking tour or a sponsored luncheon to showcase sites to prospective tenants.
Why it matters: the decisions move several downtown redevelopment parcels from acquisition to active remediation and marketing, giving staff the authority to develop cost estimates and progress contract work needed to prepare parcels for sale or reuse.
