The Town of Carbondale Tree Board reviewed proposed municipal code updates May 21 that aim to clarify how the town arborist and the volunteer tree board will share responsibilities, update permit thresholds and consolidate public-tree guidance into a single, regularly updatable standards document.
Vanessa, who led the review, said the draftattached to the agenda was intended to "clarify how the tree board operated in coordination with the town arborist" and to "consolidate the tree board recommended street tree list, the tree protection standards, and planting and watering guidelines so that that's one single document that we can update regularly" (Vanessa). She told members the goal at this meeting was to review intent and purpose, not to finish a line-by-line edit.
Carl, the staff/trustee liaison, said he supports the direction and noted he and other staff had met with Josh (who prepared the draft). "It's moving in the right direction," Carl said. Several members praised the volunteer effort that produced the draft; Ross called it a "heavy lift" and thanked those who contributed.
Board members asked for clarification on several points. Joanne asked whether irrigation requirements for new plantings would be included and noted cross-references in the draft to nuisance-tree sections that should be supplied for context: "Are we going to be able to incorporate irrigation requirements into part of the code?" she asked. Vanessa noted that considerations tied to a Colorado wildfire resiliency code and water-conservation mandates were intentionally excluded from this municipal-code update and would be handled separately in the Carbondale tree standards document.
Members agreed to prepare written, line-by-line comments on Josh's red-line draft and to reserve a longer work session at next month's meeting for a full line-by-line review; Vanessa recommended "one long session so that it's fresh in everybody's mind" and suggested an hour-plus for the work. If the board reaches consensus after its internal review, the next step will be to coordinate with town staff and, if supported, make a formal recommendation to the Board of Trustees.
No formal vote was taken on the code changes at this meeting; the board gave early feedback and set a procedural next step for a detailed review at the June meeting.
