Dr. Sabrina Fu, Environmental Portfolio Director at the University of Maryland Global Campus, told the Frederick County Sustainability Commission on Jan. 21 that local demonstrations and policy experiments can help shape state and federal action on sustainable data centers.
"My goal is to explore the connection between sustainable data centers and your work on nonpartisan energy and climate legislation at the federal level," Fu said, summarizing the three objectives of her presentation: clarify definitions, highlight bipartisan solutions and outline specific actions the commission can take.
Commissioners raised several practical concerns. Commissioner Rebecca Kraft warned that AI-driven features and other invisible application-level services can carry hidden energy costs and suggested making such features opt-in or assigning a price to reflect their energy use. Commissioner Robert Robey asked whether data centers receive volume discounts that reduce unit prices for large electricity users; Robey said such pricing could allow heavy users to avoid paying more as consumption rises.
Dr. Fu said that if such pricing structures are occurring, they represent system-level policy issues best addressed through legislative change and that local jurisdictions can contribute by piloting standards and demonstrating feasibility to higher levels of government. She emphasized connecting grassroots engagement with nonpartisan federal policy work to create pathways for scalable solutions.
The presentation and discussion highlighted technical, behavioral and policy dimensions—energy accounting for digital services, utility pricing structures, municipal siting and long-term planning—without producing a commission vote. Commissioners discussed continuing public engagement, education and coordination with municipal decision-makers.
