Dr. Pica presented multiple appropriation options and recommended annual appropriations backed by strict controls. Supervisor Keith Harris said twice-yearly appropriations appealed to him because they would allow the Board to "reset" if problems emerged during the year.
Chairman James W. Brann said he had no objection to annual appropriations but asked staff to clarify what control mechanisms would look like in practice. The Board asked that staff return with proposed control implementation for both the annual and twice-year options so members could compare oversight and flexibility.
The Board tabled further action on appropriation schedule changes to the next meeting.
