Board debates use of $322,401 in reimbursements for NES playground, tables decision

The Northumberland County Board of Supervisors discussed options on April 30 for spending $322,401 in prior-year reimbursement funds and tabled a decision on a proposed NES playground until cost estimates are presented.
Dr. Karen Leslie, who explained a phased approach to replacing the primary 9,000-square-foot playground, told the Board the new work would be in the existing location and that existing equipment within the primary play area "will not be re-used." She said some equipment on the opposite side of the building would remain.
Chairman James W. Brann said he wants to fund the playground but warned the Board must retain reserves for unplanned needs such as bus repairs. "If the Board uses all the funds to fund it fully, then what will they have to fall back on if they encounter another bus issue this year," he said.
Supervisor Keith Harris proposed earmarking $200,000 for the playground and reserving the remaining reimbursements for bus needs. Vice Chairman Chip Williams said he favored directing a substantial share to the playground to reward the school division for identifying reimbursements, noting the money would likely not have been available without the division's effort.
Board members agreed they need specific playground cost estimates and a fuller accounting of pending and anticipated reimbursements before committing funds. Dr. Pica said she could provide an estimate of requested (pending) reimbursements, amounts still to be requested and anticipated unused funding. Vice Chairman Williams asked that staff present figures on outstanding prior-year reimbursements when the item returns for decision.
The Board tabled the item to next week and Dr. Leslie said she would try to have a company representative join virtually to present more detail.
