Goshen board authorizes mayor to commit $200,000 local match for Safe Streets grant application

The Goshen Board of Public Works and Safety voted to authorize the mayor to sign a financial commitment letter for a Safe Streets and Roads for All (SS4A) FY26 planning and demonstration grant application to the U.S. Department of Transportation. Brad Minnick of Ocean Engineering told the board the application could be awarded up to $800,000 and requires a $200,000 local match, for a total project budget of $1,000,000.
Minnick described four project components: a Restaurant Row demonstration (a quick-build summer demonstration aimed at increasing outdoor seating capacity), a sidewalk implementation plan, a Pumpkin Vine Trail connector plan, and bilingual community engagement and project management. He said the project would build on the Michiana Area Council of Governments (MACOG) regional comprehensive safety action plan and address gaps that force pedestrians and bicyclists onto higher-volume roadways and uncontrolled crossings.
Board members discussed lane widths and potential impacts to businesses along Restaurant Row; redevelopment staff indicated they would share in the local match funding. The chair requested that, once plans are completed, engineering present the final plans back to the board. A motion to authorize the mayor to sign the financial commitment letter was moved and seconded and passed unanimously.
The application was described as time-sensitive: Minnick said details were finalized with city staff the day before and the application was due early next week. If awarded, the demonstration portion is planned for this summer.
