The Shawnee Airport Authority (SAA) authorized the city manager to accept a Federal Aviation Administration grant for engineering design services to strengthen Runway 17/35 and the airport taxiway system. Staff reported the project will be funded by a combination of federal, state and airport resources; the FAA will provide 95% of engineering design costs, the Oklahoma Department of Aerospace and Aeronautics (ODAA) 2.5%, and the SAA the remaining 2.5%. Staff identified the SAA's match as $18,165.
Commissioners next approved an intergovernmental agreement with ODAA to allow ODAA to advance design costs so work can begin promptly while awaiting federal grant disbursement. Under the agreement, ODAA initially covers the engineering design and the SAA later reimburses 95% once FAA funds are available.
The SAA also considered a contingent sale of roughly 19 acres (including the ball fields and the tornado‑damaged DMV building footprint) to the Troy and Dolly Smith family YMCA. The contract is conditioned on a tri‑party federal appraisal and FAA approval to separate the property from the airport; the purchase is for up to $2,000,000 subject to final fair market value determination.
The authority approved a master agreement and four task orders with H.W. Lochner Inc. for: terminal building design services ($441,800) for a new terminal after prior tornado damage; design services for repairs to Hangar No. 14 ($68,900) and Hangar No. 15 ($66,900); and design services to retrofit high‑mast LED lighting with surge protection ($49,300). Staff said the terminal building had been demolished after tornado damage and that the projects will prepare plans and specifications for competitive bids.
SAA also declared two abandoned, nonoperational aircraft surplus after GB Airlink ceased paying rent; staff recommended internet auctioning with estimated proceeds of $2,000–$5,000 per aircraft to offset overdue rent and related expenses.
The City Commission subsequently ratified the SAA's action to proceed with the YMCA property sale.
